Crafting
Press this spell with the Winter Monarch Wheel recipe after learning a Cold tier 4 blueprint. The press needs 1 Arcane Curd and the recipe's added ingredients.
Finding the wheel
Random spell drops can include it when their spell tier limit reaches 4. A particular drop is not guaranteed.
