Lingering effect

Press this spell with the Deathfeast Reserve recipe after learning a Arcane tier 3 blueprint. The press needs 1 Arcane Curd and the recipe's added ingredients.
Finding the wheel
Random spell drops can include it when their spell tier limit reaches 3. A particular drop is not guaranteed.
